Germany is set to implement a new law for pet owners: All dogs must be taken for walks twice a day. The agriculture minister, Julia Klöckner, introduced this law due to the lack of proper exercise for many of the 9.4 million dogs in the country.

Details of the Law Requiring Owners to Walk Their Dogs

The new regulations in the Dogs Act, known as Hundeverordnung, will mandate that owners take their dogs outside for at least one hour each day. This means that both walks should total an hour combined, not two hours each day. A leisurely walk around the block won’t suffice, as dogs need more mental and physical stimulation.

Klöckner cites scientific research indicating that dogs require a certain level of activity and interaction with environmental stimuli, such as people, other animals, and nature. The law also discourages keeping dogs on chains for extended periods and prohibits leaving them alone at home all day.

Furthermore, the law includes provisions for dog breeders and owners. For example, certain purebred dogs with health issues are banned from dog shows to reduce demand for these breeds and discourage breeding practices.

The Controversy and Debate of the Dog Act

The law has sparked debate in Germany, particularly regarding enforcement. While some believe it will be challenging to ensure compliance from all dog owners, others argue that the focus should be on dealers, breeders, and kennel owners.

Opposition to the law also comes from within Klöckner’s political party due to concerns about extreme weather conditions affecting dogs’ ability to stay outside for extended periods. Some dog owners feel the law is patronizing and question how enforcement will be carried out.

Praise for the Dog Act

Animal rights activists support the law, suggesting that stricter requirements for prospective dog owners are necessary to ensure responsible pet ownership. Many individual dog owners also agree with the law’s focus on daily outdoor exercise and social interaction for dogs.

The Importance of Walking the Dog

Regular walks are essential for dogs’ physical and mental well-being, helping to prevent destructive behaviors caused by boredom. Responsible owners understand their pets’ needs and will adjust exercise routines accordingly. Dog walkers can also provide assistance for busy pet owners.
